About Foster Lake and Pond Management

Foster Lake & Pond Management, Inc. (FLPM) is a full service aquatic management company committed to assisting property owners enjoy their lakes and ponds, and to insure that their stormwater BMPs meet all state and local regulatory requirements. For over 25 years, FLPM has constantly studied new methodologies, products and technologies all aimed at providing our clients with the most up-to-date service possible.

Of course, the heart of our company consists of people. Please take a few minutes to get to know our staff in the following paragraphs.


Johnny Foster

Position: President

Education: Garner H.S., North Carolina State University (B.S.)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator

Interests: Blues Music, Sports, Craft Beer, the Beach, any Lake or Pond

Responsibilities: Keeping everyone happy, planning and growing the best lake, pond and stormwater management provider in North Carolina

Goals for existing and new clients: Increase enjoyment of lakes, ponds and stormwater BMPs for property owners.


Patti Salevan

Position: Office Manager

Education: North Carolina State University (B.S., Zoology and M.S., Medical Technology)

Interests: Fishing, Reading

Responsibilities: Office Chaos Control, Financials, Human Resources, Systems Management.

Goals for existing and new clients: Better Communication.


Ryan Stanley

Position: Account Manager

Education: Haywood Community College (Fish & Wildlife Associates Degree) and Western Carolina University (B.S.)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator

Interests: Spending time with my family, sports, fishing, hunting and travel.

Responsibilities: Oversight of year-round accounts.  Oversight of fountain sales & service. Provision of estimates to new customers.  Research and testing of new aquatic herbicide/algaecide products.

Goals for existing and new clients: Educate existing and new clients with the latest regulation changes throughout the State and municipalities.


Mitchell Morton

Position: Fisheries Manager

Education:  North Carolina State University (B.S.)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator

Interests:   Playing music with The Oatmeal Conspiracy, Wolfpack Sports, Christmas Trees, and spending time with Friends & Family

Responsibilities:  Western Division Manager, Fisheries Biologist, Retail Sales, Education, Fish Wrangling

Goals for existing and new clients:  My goal is to build long-term relationships with our clients by taking ownership of their problems and then exceeding expectations.


Brian Killius

Position: Project Manager, Construction Repair Services

Education: Western Carolina University (B.S., Natural Resource Management)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • IECA Trained
  • Charlotte-Mecklenburg Certified Site Inspector
  • NC Licensed Pesticide Applicator
  • NC Lake Management Society Board Member

Interests: Getting Dirty, Hockey, Waterfowl Hunting and My Children

Responsibilities: Oversees Lake/Pond Renovations and BMP Renovations, Consults on BMP design, installation, and regulations. Estimator, Project Manager, Consultant.

Goals for existing and new clients:  To treat every project as if it was my own.  To provide top quality service and to educate clients about the need for continued maintenance.


Wesley Haskins

Position: Project Manager, Construction Repair Services

Education:  Park View Senior H.S., South Hill, VA; Virginia Tech (B.S., Fisheries Science)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator

Interests: Hunting, Fishing and Spending Time with Family

Responsibilities: Manage construction, repair, and maintenance services for lakes, ponds and stormwater BMP’s.  Manage FLPM’s certified annual BMP inspection service and provide service to ensure BMP’s meet compliance requirements.

Goals for existing and new clients:  To ensure the integral components of their pond, lake, or stormwater BMP are functioning properly.  Proper operation will extend the life of the system, cut down on future maintenance and repairs, and will ensure the safety of the structure for the environment and surroundings.


David Hargrove

Position: Account Manager

Education: Orange Park H.S., FL; University of North Carolina at Charlotte (B.S., Environmental Science); North Carolina State University (B.S., Microbiology)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator

Interests:  Family, Sports

Responsibilities: Manage and advise clients about private ponds, lakes, and stormwater BMPs.  I mainly work in the western part of the Triangle (Cary, Apex, Durham, Chapel Hill, and Carrboro).

Goals for existing and new clients:  To offer unparalleled management service and reliable advice to lake, pond and BMP owners.


Bryan Wallace

Position: Account Manager

Education: North Carolina State University (B.S., Fish & Wildlife Biology)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator

Interests: Hunting and Fishing.

Responsibilities: Aquatic and Stormwater BMP Maintenance

Goals for existing and new clients: To improve our clients’ aquatic and BMP systems.


Thomas Moore

Position: Account Manager

Education: Apex H.S., North Carolina State University (B.S., Environmental Technology and Management, Minor in Environmental Toxicology)
Certifications include:

  • Stormwater BMP Inspection & Maintenance Professional
  • NC Licensed Pesticide Applicator
  • OSHA 30 Hour and 40 Hour (HAZWOPER)

Interests: Outdoor activities including hunting, fishing, retriever training and boating. Obtaining a M.S. in Environmental Assessment from North Carolina State University.

Responsibilities: Providing excellence is stormwater BMP, lake and pond management. To educate clients on stormwater functionality, maintenance and importance. 

Goals for existing and new clients: To continue to provide quality service, which represents Foster Lake and Pond Managements long standing reputation in the aquatic service industry. 


Brandon Roberts

Position: Account Manager

Education: Apex H.S., University of North Carolina at Charlotte (B.S., Biology)
Certifications include:
• Stormwater BMP Inspection & Maintenance Professional
• NC Licensed Pesticide Applicator

Interests: Offshore fishing, hunting, Duke basketball, college football, grilling

Responsibilities: Managing bodies of water in Raleigh and Durham, including nuisance aquatic vegetation control, conduct water tests, fountain maintenance

Goals for existing and new clients: To build relationships with clients and educate them on the importance of stormwater management. Also to provide clients with detailed information regarding all aspects of their pond or stormwater BMP.


Harry Carroll

Position: Warehouse Manager / Fisheries Technician

Education: Garner H.S.

Interests: Southern gospel, bluegrass and oldies music; hunting and fishing; singing and playing my banjo; helping others in need. Really enjoy people.

Responsibilities: Manage warehouse and fish holding tanks; fisheries technician and man friday.

Goals for existing and new clients: Provide premiere service to each customer to help enhance the beauty of their lake, pond or BMP. Help establish high-quality productive fisheries in lakes, ponds or BMPs.



Beth Johnson

Position: Receptionist

Education: Sanderson HS, Raleigh, NC; Wake Technical and Community College (A.A.)

Interests: Spending time with my family, being an active member of First Baptist Church in Garner, running in the mornings and looking for shells at the beach. Married with three children.

Responsibilities: General reception and administrative duties, accounts receivable.

Goals for existing and new clients: To provide all clients with a friendly voice and the utmost level of customer service.
